Greece Asked To Explain OPAP Contract

The European Commission has asked Greece to explain how domestic gaming monopoly OPAP was awarded a technology contract without a public tender.

Charlie McCreevy, Internal Market Commissioner for the European Union, has sent a formal notice letter to the Greek Government asking for an explanation.

This is the first in a three-step process that could see the issue end up in front of the European Court of Justice if it is not resolved. If the Court finds that Greece broke European Union laws on awarding public tenders, it has the power to fine the nation or force it to change its laws.

'It's a tendering issue,” said a spokesperson for McCreevy’s office.

“It's to find out what happened.”

The contract in question was for an integrated gaming computer system for OPAP, which is Europe's biggest lottery company. OPAP has a monopoly over domestic sports bets and lotteries in Greece until 2020 and the Commission has already launched legal action over sportsbetting restrictions.
