|Rumours are circulating that DCMS minister Richard Caborn |
has relinquished control of his gambling responsibilities
in the recent government reshuffle to Lord McIntosh of
Haringey. According to Steve Donoughue of the Gambling
Consultancy, Caborn will continue taking the Tote and
horse racing measures forward, but former education
secretary Estelle Morris will now take charge of the
National Lottery with the rest of the gambling industry
handled by Lord McIntosh.
What this means for the industry is unclear at the moment.
While it could demonstrate the reduction in importance in
the Gambling Bill as McIntosh is the most junior of the
DCMS' parliamentarians it could also signal the
department's intention to start the Bill in the House of
Lords, circumventing the packed legislative timetable in
