Utah defies WTO Ruling to Permit International Gambling

The state of Utah along with 28 other states have signed a letter to the US Trade Representative, Rob Portman, in reaction to a recent ruling that may allow foreign companies to avoid Internet gambling bans. The letter, which was drafted by Utah Attorney General Mark Shurtleff, criticizes the World Trade Organization’s ruling that the United States cannot ban foreign countries from offering Internet gambling to US residents, even if they live in states, such as Utah and Hawaii where gambling in all forms is illegal.

The WTO ruling did not change Utah’s gambling ban, however it has exposed the state to future confrontations with international companies wanting to offer betting on horse races.

The letter reads “states should continue to have the flexibility and sovereign authority to determine whether and under what conditions gambling occurs within our borders, without such decisions being subject to second-guessing by WTO tribunals.'
