Tasmanian Thoroughbred Racing Council chairman Geoff Harper said freedom-of-information requests had been lodged in a last-ditch bid for more information.
Mr Harper said the council was yet to see a business case despite the fact an announcement was due by Friday: 'This is a radical change for the racing industry, yet the financial modelling remains untested.
'If there is a genuine financial case to support the licensing of a betting exchange, why hasn't it been released?'
